Denis, I do not know what would be the reason of such a change. In order to allow a friend dependency to a module, I need to know something about the module and why the dependency is needed. The fact that the module is your grant project is not enough. Properties module has no stable API and adding more and more friends is not a regular replacement for the state. If you need to make your module available to a few people, make a local change of your local copy of the Properties module. If you think that your module could have a much wider audience, please send a more descriptive proposal for addition of the friend dependency, together with a description of your module, to the NB-dev mailing list. Currently, friend dependencies are set up only between modules that are distributed as part of the NetBeans IDE, as far as I known. Maybe your module is so good that it could replace the current Properties module so it could really replace it - but it is hard to say without more information. As explained above, send an e-mail to NB-dev first, describing what your module does and why you think a dependency should be added.
