Steps to reproduce:
1) Create a UML Java platform project, create an activity diagram
2) In the diagram editor,  create 2 invocation elements A1, A2
3) From the Projects window, right click activity diagram -> New -> Package, name it pack1
4) From the Projects window, select A1, drag and drop to pack1.  Nothing happens
5) From the editor, expand pack1, DnD A1 inside pack1.  In the Projects tree,  notice
   that A1 is underneath pack1. 

  It is possible to DnD element to a package in the diagram editor,  however this is not possible from the Projects tree.

it's more like an issue with unsupported elements on activity diagram and inside Activity node
