When I try go by hyperlink to member from header to cpp file and this member don't exist
this member must be created if this file exists(or this must be created too) in projects folders

I would propose to do this not at the moment of the hyperlink navigation,
but rather to show a "bulb" as soon as declaration is entered,
and propose to create definition for this function.
