And it shouldn't be: make it painful, particularly with code completion not working in the dialog.

It would be quite complicated to make this dialog non-modal... What are the other reasons - other than not working code
completion?

I guess it's simply a useability thing (which of course includes the code completion issue): being able to shift the
dialog aside to be able to look at, copy/paste code is something one would want to do.
