It is possible to invoke Move refactoring on a (package) folder in File window using DnD. However the Refactor:Move 
action is disabled. This is inconstent and the user may not discover the feature if they only look at the Refactor 
menu.

Actually the same is true in the Projects window when the View Java Packages as Tree is set. The "View Java Packages 
as" menu is available in context menu of the Projects window in the blank area i.e. below the tree.

I guess the issue if Dnd and Actions are happening on a node that represents a

DataFolder 

or a

NonRecursiveFolder
