Check out this bug report [1] and download the 2nd project and move the form to the other package. What is supposed to happen, according to the test specs [2], is that a new property file(s) are created in the destination package. With the project attached to the bug report, the form is moved and the reference is updated in the form's java file to refer to the properties file in the original package.
