You must download and install Subversion command line client: http://subversion.apache.org/packages.html#windows
Then to create a local repository the command you're supposed to run is: svnadmin create REPOSITORY_FOLDER_NAME

On Windows 7 and Netbeans 7.2.1 how do I create a local repository for SVN?

The documentation that I have found leads me down paths that I cannot find on
my current version of Netbeans.

I would love to use the cmd (adminstrative) option, if I knew where the
command is located.   Multiple searches have not found it.

Do I need to download my own copy of subversion just to set up the repository
directory?
