Not always. You should set this when you want the working directory to
be a different one than the one the JAR is placed on. Imagine you do
this in the console window:

$ ls
myjavaapp.jar

$ cd a_different_directory

$ java -jar ../myjavaapp.jar

So, you are running the JAR in a different directory.
