NB used to have one, as mentioned above, it's called Visual Web JSF (Project: 
Woodstock).

You can still use it however you have to download version 6.5, as it is no 
longer bundled (for 6.7 download as plugin) or included in subsequent 
versions. For GlassFish compatibility, it is convenient for version GF 2.1.1. 
I can't find instructions on how to deploy apps created using Visual Web JSF 
in GF 3.x.

Creating GUI tools is hard for tool developers compared to just having non 
GUI or text-editor types. A NetBeans member named Winston Prakash used to 
head the team for this. His blog archives on this topic are still useful.
