Xenia,

HKEY_CLASSES_ROOT\Applications\netbeans.exe\shell\open\command has nothing to do with the file associations.

Try this:
Associate php files with WordPad
Close WordPad
Double click on the .php file under C:\Documents and Settings\xeniak\My Documents\NetBeansProjects\BOCC_Minutes\mail_Notice.php
WordPad should correctly open the file.

If everyting goes well, search in the registry HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.php\OpenWithList
You should have something similar to:
    'WordPad.exe'

You'll want to replace it with
    'netbeans.exe'

If it works, promise to avoid tampering with the registry in the future :)
