I did an uninstall and then installed NetBeans for Java SE. Alas, the same
problem persists.

Your panel has a constructor without parameters?

They do not have any parameters (arguments?). Should they? The constructors
that the JFrame/JPanel form create simply call the  initComponents() method
which contains all of the generated code.

To make the GUI builder work, it is necessary that NetBeans instantiate your class.

So, they must have a public constructor without parameters and it must not throw any exception.

If an exception is thrown by your class during instantiation, then you can see it in the netbeans log file.

For instance, if your 'initComponents" expect for runtime resources (like database connections), then it could be a source of problems (but may not). Check the log, may clarify a bit of things.
