You mention you are working with JEE.  Are you trying to develop JEE
applications using JPanel Components?  If so, that will not work.
Netbeans does not have a web interface builder anymore.  It has a
palette for web elements but they are not visual....code only.  If you
start a web application the palette will be available.

The GUI builder is designed for JSE (i.e. desktop applications based
on Swing or the Netbeans Platform) not JEE.  Perhaps some confusion
here is the root of the problem you are experiencing?

Please clarify what you are attempting to do and there will be experts
here to help you.
