Hello Simon!

Netbeans uses repository path which you specified in settings.xml of maven 
which is set for netbeans at 
Tools - Options - Java - Maven - 'Maven home' 

My suggestion is to go to Tools - Options - Java - Maven   and
look at path of 'Maven home'. Then go to that path and find there settings.xml
and set instead of existent <localRepository> new <localRepository> element
which includes correct path. For me this path is 
<localRepository>D:/.m2/repository</localRepository>
I think it is important to use forward slashes - /
