 ~/.m2/settings.xml or <m2 install>/conf/settings.xml
<localRepository> element, that's where maven takes it from and
netbeans as well. Make sure your <m2 install> selected in
Tools/Options/Java/Maven is the same as the one on cmd line. or use
the ~/.m2/settings.xml location which is universal to all installed
mavens.
