[nbusers] Static network adapter view

Either Netbeans or the svn plugin are the cause of the following problem:
When a new network location comes available it is not recognised by netbeans 
and I must restart netbeans before I can use it.
Example: I start netbeans, then start my vpn, then try to commit something 
through the vpn. Netbeans does not recongise the vpn connection and tell me 
the server does not respond.

I think it is not really a bug, more like a design flaw. Hence I wondor if I 
should post a bug report.

For the record:
Im having this issue in Netbeans 7.1 and 7.1.1 and did not test any other 
version.

Also note that this is very annoying when working with wireless or a cable 
that is loosy and falls out of my laptop when I make a wrong move with the 
mouse.

If requested, I can test if it is the svn plugin or netbeans itself, but 
anyone that can fix the problem should know which of the two handles the 
networking, hence where it goes wrong.
