I just downloaded it last week to do some updates on legacy code.

You have to go into the plugins and enable the VWP modules.

System: Windows XP version 5.1 running on x86; Cp1252; en_US (nb)
Userdir: C:\Documents and Settings\sproulsa\.netbeans\6.9

His differs in the Build number (Build 201007282301) and Java installation 
Java 1.6.0_26 Java HotSpot(TM) Client VM 20.1-b02
system and dir also differ but I dont think that would cause an issue.
