Most likely your Java (JRE) install is corrupt in some way. You need JDK to 
develop, and JRE to run Java progs.

First check is to open a command window and type 'java -version' (without 
quotes) - do you get message indication the java version installed? If you 
don't get a message or you get java not found message then the install is 
faulty and the easiest solution is probably to reinstall the JRE.  

If you are convinced that the JRE is correctly installed and your prog still 
does not run then check the system environment variables 'JAVA_HOME', 
'CLASSPATH' and 'PATH'. If you have a standard JRE install, you probably only 
have the 'PATH' environment variable and this should contain a reference to 
the jre\bin directory typically C:\Program Files\Java\jre7\bin; OR C:\Program 
Files\Java\jre6\bin;
