[nbusers] Install CVS plugin offline

Hello everyone,

I have the following problem, I want to install cvs plugin offline. I'm using 
Netbeans 7.1. Internet access for this desktop (unix system) is impossible.

I have downloaded relevant "nbm" files from link 
"http://dlc.sun.com.edgesuite.net/netbeans/updates/7.1.1/uc/final/distribution/modules/ide/";,
 and I have tried to install them manually (Tools > Plugins > Downloaded > 
Add Plugins). But nbms seem to be already installed since I get messages like 
"Plugin CVS client library is already installed" or "Plugin CVS Installer is 
already installed".

Under netbeans-7.1/ide/modules/ there are two jar files:
"org-netbeans-lib-cvsclient.jar"
"org-netbeans-modules-versioning-system-cvss-installer.jar"

Is CVS initially installed?? Do I have just to activate it somehow?

In link http://wiki.netbeans.org/CVSSupport says:
"Developers who want to work with CVS in the NetBeans IDE can download and 
install a plugin using the IDE's Update Center."
