I am not sure whether it is possible to register one impl to all project types. I think you have to register them manually, but this is possible without much effort.

The project types of the target platform can be figured out easily too - http://wiki.netbeans.org/DevFaqActionAllAvailableProjectTypes (BTW: Nice idea for a separate 15 minute plugin...)

FYI: I added the FAQ-entries only few minutes ago, so give feedback it works for you.
