This also works for me for libraries, provided that the paths to the library 
files as specified in the XML files in "Libraries" subdirectory of the 
"org-netbeans-api-project-libraries" are correct. Netbeans will build the 
libraries-timestamps.properties file when you start it. You can manually edit 
or delete the XML files if there are any changes.
There is in fact a bug regarding the "libraries-timestamps.properties" file, 
whereby if you update a library on one machine and copy the library files to 
the other, projects opened on the other maching may display compilation 
errors. The fix is to shut down Netbeans, delete the 
"libraries-timestamps.properties" then restart Netbeans - this rebuilds the 
file.
I have filed a bug report 212715 for this.
