Well, if there is general agreement that the basic approach is a good idea, then it would come down to whether engineering managers consider this a good use of time, and if so what NB release it should be planned for. Maybe that will be discussed in the new year but it is not for me to say.

you've proposed a solution, good discussion abounds (although it doesn't seem that it's coming to a consensus)

Actually the response so far has been fairly positive. The most controversial question has been whether friend access should be removed from all nb.org modules or whether there are special cases where it is still the best choice, but this is a policy matter that does not substantially change the mechanism of the proposal or its effect on most modules. There are some other open questions that I need to document, and surely prototyping would turn up others.
