Background Scanning at Start Up hangs the IDE

Running on WIndows 7
NetBeans 7.3

When I start NetBeans to run a PHP Project (that was left open on previous 
close) then the Start Up sequence goes into "background scanning of projects" 
as indicated by the status bar.

But the process hangs (sometimes at 25% and sometimes at 75%) and when I 
check my system resources, there doesnt seem to be anything "excessive" going 
on. NetbBeans is using around 410k of 6G of RAM and the processor is almost 
idling!

This is beyond frustrating, there is no apparent cause and since the IDE is 
in a "hung" state, I cannot do any kind of reporting as a bug.

Anybody come across similar behaviour? 
Is reinstall the answer?

In the absence of any sensible reporting mechanism, I am including a 
screenshot.
