you don't have PHP on your PATH (at least I think so, sorry, I don't know Windows much). Prepend the full path to your php.exe, e.g.:

sh-4.1$ c:\php\php.exe app/console generate:bundle [...]

If it works, try to put your php.exe on your PATH.

sh-4.1$ cd app
sh-4.1$ app/console generate:bundle --namespace=Blogger/BlogBundle 
--format=yml
sh: app/console: No such file or directory

Now, you are not in the correct directory, of course.
