Comparing it with mine there are just a few differences, in example I have:

xdebug.remote_handler=dbgp
without double quotes

My port is set to 9000 (default xdebug port):
xdebug.remote_port=9000

Anyway the port should be the same as the one specified in your xdebug
settings in NetBeans.

You can also try to check with phpinfo [1] to see if the xdebug
extension is correctly loaded in php.

Beware that there may be more than one php.ini in your server, in mine
in example I have:

/etc/php5/apache2/php.ini
Used when php is run by the webserver (apache)

/etc/php5/cli/php.ini
Used when php is run from the console
