Yes, NotifyChangeDirectory C:\ is the root of the problem. It explains why you
see access of skype related files, when skype is running. Those are the files
changed by skype and notified by NotifyChangeDirectory c:\ to netbeans, which
in turn checks the changed files.

So you know why the files are accessed but we still don't know why there is
NotifyChangeDirectory C:\ - this is definitely wrong. With the information you
