And one more note - NetBeans is IDE, and C/C++ compilers, libraries, make tools, frameworks, etc. are not parts of NetBenas...
One of possible variant of crossplatform threading is boost or POCO library...

Look at
Qt [might also support your http requirements]
pthreads [you'll need to install a 3rd party library on Windows]
C++ 2011 [you'll need a conformant compiler or 3rd party implementations like just::thread]
