NetBeans is a Java application so you will need to have Java installed.
According to http://netbeans.org/community/releases/72/install.html you only ;
need the JRE if you are only using C++ not the JDK.

Ubuntu will also need to install compilers and other build tools. You can do
that by stalling the "build-essential" package. Ubuntu will also most likely
be wanting to install the qt development tools. They can be installed by a
package named qt-sdk. You will need this only for Graphical User Interface
applications.

So 712 MB sounds about right for all that stuff. If you do not want to do GUI
stuff then just install a Java RE and "build-essential" package and then down
load and install the c++ package form http://netbeans.org/downloads/.

Downloading the package form netbeans.org will get you a newer version then
is in the ubuntu repositories.
