Okay I think I know what's happening.  Think it's a nasty bug with Netbeans.
Despite having set Project Properties -> Run -> Run Directory, Netbeans is
trying to execute the executable at /home/<username>.

This explains why it wasn't able to find the log4cxx.properties.  The reason
I found out this is because I tried to set Project Properties -> Run -> Run
Command to start a shell, which starts the executable with the following.

Code:
exec ./<executable>

Netbeans spitted out errors saying it wasn't able to find it at following:
/home/<username>/<executable>

To correct for this, I added the following line in the start script just
right before starting the executable.

Code:
cd /appvol/project

The most frustrating aspect now is despite being able to build, run, etc, I'm
now stuck at the Starting gdb screen.  The pop up just stays saying it's
"Starting Debugger on <remote hostname>".

Not sure if it helpes but here's what I see under the following Debugger
windows.
Debugger Console
/bin/sh: line 2: cd: C:\appvol\project: No such file or directory

Sessions
Process State = Paused
Process ID = -1

Now just why would Netbeans tried to substitute a Windows based path when
triggered with Debug -> Debug Project, despite being able to run the
executable when triggered with Run -> Run is beyond me.  Any ideas?
