When the browser displays frames (e.g. when displaying javadoc overview) the 
size of the frames cannot be changed (Netscape for example allows me to 
resize the vertical and horizontal split bars between the sub-frames)

depends on IceBrowser -> I passed request to them and they added it to their
TODO list (with low priority).
