NetBeans IDE Dev (Build 200702271900) 1.6.0_01; Java HotSpot(TM) Client VM 1.6.0_01-b04 Linux version 2.6.17-11-generic running on i386 en_US (nb); UTF-8 This one may be related to Issue 69317 I've got dual monitor setup, IDE opened on second one. When .java file is opened in editor, ctrl+tab popup is displayed on second monitor (correct). When some image is opened in editor (e.g. .gif, .png), then ctrl+tab is displayed on first monitor (wrong). Functionality of ctrl+tab remains unchanged, result is ok. Reproduced also in nb 5.5.
I thought you were making jokes, but indeed I reproduced on my Vista with dual monitor setup. I can't believe it, but really when you switch between java and image, popup is displayed on wrong (primary) monitor when switching from image to java. Interestingly image to welcome page is OK.
