For Installer:
Need to update the installer messages, UID, NetBeans installer UID, the ide &
platform cluster names check,etc.

For Autoupdate:
Need to create a new server URL for each locale.  Update the URLs in the patch
files for China build also.

For Product License:
Need to update the product release version number from 5.5 to 5.5.1

This is an umbrella issue and can be implemented by different folks.

The installer branding minus the BCL product license has been updated for 5.5.1

All integrations are now committed.  Need to pick up a build that is later than
070226_1, e.g. 070226_3 or later.
