0)Create any project
1)Select File-->New File ...
==> New File wizard appears
2) *USE TAB* to select Cancel button.
3) Press Enter button to cancel wizard
==> Wizard go to the next step instead of is closed.

Again, just a misunderstanding of the purpose of the Enter key. Read:
