works usually, but this particular case it seems to fail. attached the NB
version image. attached the BPEL project zip that has the error behavior.

see the attached image files that also show what WSDL drop on which BPEL had a
problem, and which WSDL file (essentially a copy of the same wsdl but renamed)
is acceptable.
