NB 5.5 build 200610171010

Steps to reproduce:
- Invoke Start or Restart server action
- Open server log in IDE and scroll it to some place
- RESULT: Each time new lines are added to log it is scrolled to the bottom. It
shouldn't be scrolled if it is not at the bottom already. That's how it usually
behaves. Usability issue.

I think this is the expected behavior unless I misunderstood your comment. My guess is people would want to look at the
log for the last action. I don't think this is an issue.

It seems that you misunderstood the description. If user scrolls log to some other place (not the end), it shouldn't be
scrolled back automatically.
