I think that if you exclude all files of some package in CVS view, it should
be detected in its parent node. So if you invoke CVS popup menu on it, there
should be a tick (I would prefere Include in Commit) because all of its children
nodes are already excluded from commit and by selecting it once more, they
should be included again.
