Used 070207_28 build on XP with JDK 1.5.0_10.

Create Synchronous Sample project.
Select “Process Files” folder, right click and select “New > File Folder”
Select categories : XML and File Types : External WSDL document

After adding this WSDL select and drop on to BPEL project.

Observe a warning in red color "Cannot edit while diagram is read only"
