Users expected to use the component property sheet to set the initial focus.

While the context menu exists for this property, users needed to be prompted to
look there. Many users assumed (incorrectly) that setting the TabIndex property
to 1 would automatically set the browser's focus there.
 

Suggested Fix:
June 2005 User Study Recommendation 18.1:

Associate the tabIndex property with an initial focus pseudo property.??If the
user sets tabIndex to 1, we prompt to ask if they want to also set the focus to
be at that component by default.??
