Build 051109, WinXP

I believe this was working before...

Steps:
1. create a new webapp
2. open ctxt menu on Basic category and create a new category
> Palette doesn't scroll to show the new category
3. repeat step 2 again
> Palette scrolls to show the new category

Evaluation:
This is a known issue. At the first time, it doesn't scroll to the newly created
category. But from next time onwards,the scrollbar scrolls all the way down to
show the newly created category. I guess its pure refreshing problem. And I
spoke with sandeep about it and we both decided on fixing it in the later
release. As it didn't work as expected from the beginning, its not a regression
and I am removing the keyword from the keywords list.

Prior Request For Enhancement:
When a new category is created, palette should scroll down to show the newly added category.
