Description:
1) Tools->Component Library Manager
2) import a complib
3) the palette does not change and user must scroll down to the bottom and
expand the newly created category

It would be nice to have #3 done automatically after #2 since this is the 80%
use case.

Evaluation:
Palette does not provide a good API to make a node in the palette visible.  This
is dependent on the NB palette API and can be implemented once the API exists.
