Build 070125_12

Steps to reproduce:
1.  In IEP Editor, drag in an operator such as Stream Input
2.  Open Property pane, by going to Window > Properties
3.  open Property Editor by double-clicking on Stream Input
4.  Modify name in Property Editor
5.  Hit OK

Result:  
1.  Name in Property Pane is not reflected until you click on the Property Pane.
2.  Title of the Property Pane never changes, even if you click on the Property 
Pane.
3.  Title only gets reflected when you close and re-open property pane.

this is fixed as part of bug fix for bug 140416. Changing the name of the operator in the operator dialog will
immediately update the opened operator properties pane when the "Ok" button is pressed and the dialog is disposed.

Verified fixed with Build080909 IEP *.nbms with NB 6.1 with Patch 3 on Windows Vista.
