May be component specific. Please reassign. 

1. create a 1.4 project, drop and inline-edit a text area component.
>upon entering inline edit mode, another set of up/down arrow keys
appears - attaching .png file
2. exiting inline edit mode and component returns to normal view.


This does not happen on Solaris.
This does not happen with an EE5 project.
