This is to track the resource provisioning problem that is being discussed among the Netbeans, plugin, and AS groups. Currently, resource provisioning in J2EE is done automatically when the user performs all his/her tasks (including deployment) inside the IDE. For headless builds, however, this is not the case. A suggested fix would be for the plugin to package the sun-resources.xml file into the archive.

I am going to switch this to v3... this is outside the plugin's direct control... but having it listed as a high priority issue for v3 will be a reminder to push on the v3 team often.
