Seen on Windows XP with Gavotte build 070108_13:

This is a bug in the feature described in issue 89413.

1. Open attached WSDL file.
2. Click the Partner button.
3. Click the Add PartnerLinkType button.

=> The new PartnerLinkType is in collapsed mode.

=> According to DT_UC_3 in the functional spec
(http://alaska.stc.com:10000/alaska/attach/WSDLEditorGavotteSpec/WSDLEdit
or+Functional+Spec.pdf?version=8): 

5. When a new partnerLinkType is created by default it is in expanded mode.
It shows two blocks on role/portType on left and right side. (lets call it
partnerLinkType Configuration widget).

Fixed this bug. Newly created partnerlinktypewidget will now be in in expanded
state.

Verified on Windows XP with Gavotte build 070111_20.
