using mozilla browser.  can a cookie be sent to stop this?

I can't reproduce this using Netscape 4.75. Assuming you mean you enter bug,
submit, get page saying it was submitted, click on something else, hit back.
Netscape (correctly) goes back to the previous page, it does not submit again.
Of course, if you hit Reload and confirm the resubmit of the POST request, it
will. So maybe Mozilla has a bug with overeager form posting.
