All actions on the Window menu in the IDE simply show the name of the component.
 i.e., you have "Navigator" as the text of the navigator menu item in the Window
menu, not "Open Navigator Window".

Yet the Window Component template generates "Open Foo Window" as the generated
bundle value for the action name.  It would be better to create a name similar
to what will actually be needed.
