reproducible with 061201

steps:
1. create class diagram
2. select class in palette
3. in in empty diagram space
class is added
4. zoom out with pressed mouse wheel
5. try to place class element in empty space
element isn't placed

workaround: reselect element in palette

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

can't verify in 6.5 since pressed wheel to zoom has not yet been working in 6.5
