reproducible with coco rc2

reproducible with attributes/operations/expressions etc
steps:
1. create class
2. add operation
3. select the class
4. select the operation with shift-right
5. Properties window shows properties for the class

workaround:
start edition of compartment, finish compartment edition.

Targeted in drawing area redesign.

Restoring original priority and using the standard NB waiver process.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

a11y has not been implemented in 6.5.

This issue has been fixed in uml 6.5.
