This thread has a description of the enhancement.

I hope this feature will help the folks developing the IDE and people building
modules on the NetBeans platform.

There are bound to be other things that folks want the form editor to do
differently in some type of project.

I guess you refer to the usage of mnemonics. Issue 70944 describes the problem.
