Extend Retriever version of CatalogModelImpl to allow mapped uri point to a
catalog external to the current project.

The implementation is temporarily located in XAMUI and later moved to Retriever
when merge back to trunk.

Implemented by Girish in xml/retriever release551.  Merged to trunk.

Fix verified NetBeans IDE Dev (Build 200710020000).
Mapped uri can point to a catalog external to the current project.
