Icons for frames are included in developer.jar
archive and they are accessed through getResource and their URLs serialized.
And I think that's the problem, because URL contains absolute path to
developer.jar and is serialized. So after deserialization, if absolute path
of developer.jar changes, icons are valid no more.

So aswer to your question is: developer.jar

Please, file a bug in bugzilla, and you can assign it directly to me, or to
core. And please don't forget to mention build number and some descriptive
text.
